Sir,
I have laid before the Lords Commissioners of
His Majesty's Treasury Mr.Law's letter of the 18th.
ultimo (68977/14) further respecting the payment of
certain charges incurred in connection with the
appeal of an Afghan Sepoy, Ibrahim, to the Privy
Council against the sentence passed on him by the
Supreme Court of Hong Kong for a crime committed in
China.
In reply I am to request you to inform Secretary
Sir Edward Grey that on reconsideration My Lords will
not press the view expressed in Treasury Letter of
7th. ultimo and will agree that the cost of the
prisoner's maintenance and the charges of the
Solicitors to the Crown Agents, amounting to

Diplomatic and Consular Services.
